监察委员会发布报告指出,两岸青年学生交流呈现单向不对等现象[1]。在过去四年间,台湾大专学生赴陆人数从2196人增加至5745人,高中职学生从676人增至1161人,国中学生从0人增至1021人,国小学生从38人增至1045人[1]。相比之下,来台参与陆委会活动的陆生人数持续下降,从111年的76人降至114年仅16人[1]。
监察委员林文程、田秋堇指出,中共长期将台湾青年视为统战重点,统战对象范围已从大专学生扩展至中小学[1]。教育部于108年建置赴陆教育交流活动登录平台,但存在严重漏报情形,部分学校未按要求报告学生赴陆信息[1]。
针对这一情况,陆委会表示将强化中国大陆识读教育,并将结合各大学通识中心及民间学术专业资源协助学校开展相关教育[1]。同时,陆委会也将完善交流活动登录平台机制[1]。
Taiwan's Control Yuan has identified a significant imbalance in cross-strait student exchanges, with Taiwanese students traveling to mainland China far outnumbering mainland Chinese students visiting Taiwan.[1] According to the Control Yuan's report, the number of Taiwanese university students visiting the mainland increased from 2,196 in 2022 to 5,745 in 2025, while high school students rose from 676 to 1,161, junior high students from zero to 1,021, and elementary school students from 38 to 1,045 during the same period.[1] By contrast, mainland students participating in the Mainland Affairs Council's activities declined annually, dropping from 76 in 2022 to just 16 in 2025.[1]
Control Yuan members Lin Wen-cheng and Tian Qiu-chuan emphasized that the Chinese Communist Party has long targeted Taiwanese youth for united front work, expanding recruitment efforts from university students to middle and elementary school pupils.[1] The Education Ministry established a registration platform for cross-strait educational exchanges in 2019, but significant under-reporting of student travel has persisted.[1] In response, the Mainland Affairs Council announced it will enhance China literacy education by collaborating with university general education centers and private academic resources to help schools strengthen instruction on mainland China affairs and remind students of associated risks.[1] The council also plans to improve the registration mechanism for cross-strait exchange activities.[1]
