Newly disclosed emails show that the U.S. Immigration and Customs Enforcement (ICE) coordinated with the Iranian government in 2025 to arrange three deportation flights that returned more than 100 Iranians to Iran.1 The deportations occurred in September and December 2025 and January 2026, marking a significant departure from decades of American policy welcoming Iranian refugees and exiles.1
Iranian officials exercised considerable influence over the deportation lists, with ICE officials explicitly noting in late August emails that they had "added several cases based on requests from the Iranian Embassy."1 The Iranian government continued to request modifications to the passenger rosters even in the final days before flights; Iranian officials requested the addition of three more individuals to a September 26 flight just three days prior to departure.1 By September 2025, Iranian officials acknowledged that as many as 400 Iranians could potentially be deported under an agreement with the Trump administration.1
The deportation prioritization continued even during heightened tensions between the United States, Israel, and Iran.1 Between June 13 and 24, 2025, during a 12-day conflict involving all three nations, deportations of Iranian nationals remained a priority for U.S. officials.1 ICE's then-acting director Todd Lyons designated Iranian immigrant deportations as a "priority matter" following June 16.1
The deportation process raised serious concerns about due process and coercion. At least one person was deported in error, later characterized by the Department of Homeland Security as a "national security risk."1 Additionally, 11 Iranian nationals filed court declarations stating they were forced to meet with Iranian government officials while in ICE custody.1
