Ukraine's primary defense against Russian ballistic threats currently relies on American-supplied Patriot systems, specifically the PAC-3 variant, which remains the only weapon in the country's arsenal capable of countering Russian Iskander-M, S-400, and Zircon missiles.1 However, Ukraine faces critical shortages in both battery units and interceptor ammunition.1 American Patriot inventories have declined by at least 65 percent from pre-war levels, though the Pentagon maintains that substantial reserves remain available.1

Efforts to address the missile threat are advancing on multiple fronts. Lockheed Martin is scheduled to deliver over 600 PAC-3 MSE interceptors in 2025, with production targets reaching 2,000 units annually by the end of 2030.1 NATO's first Patriot missile production facility in Europe is expected to open in Germany in September.1 Additionally, President Trump indicated during a NATO summit in Turkey that the United States would grant Ukraine a production license for Patriot systems, though he later stated no final decision had been made.1 Ukrainian President Volodymyr Zelensky has also requested Trump's assistance in securing permission from Elon Musk to use Starlink for targeting Russian positions within Russia's borders.1 Meanwhile, Ukraine has partnered with nine European countries to form a coalition pursuing joint air defense capabilities, with Zelensky asserting that a jointly developed production system could be operational within twelve months.1
