Hong Kong's Securities and Futures Commission and China's Securities Regulatory Commission have unveiled a series of enhanced cooperation initiatives designed to strengthen Hong Kong's standing as an international financial center and expand the international influence of China's capital markets [1]. The collaborative framework covers multiple areas including cross-border listings and financing, index development, futures products, exchange-traded funds, and the internationalization of financial institutions [1].
Under the new arrangements, qualified mainland Chinese enterprises and Hong Kong companies will be supported in listing and raising capital in each other's markets, while Hong Kong enterprises will be permitted to issue bonds on the mainland [1]. The two regulators will deepen cooperation on index development by supporting index companies to launch additional indices based on Chinese assets, and will expand futures market collaboration by backing Hong Kong's introduction of more renminbi-denominated and renminbi-settled futures products [1]. Additionally, both sides will support the launch of more exchange-traded funds covering both markets with a focus on China's modern industrial system, implementing expedited registration mechanisms for standard equity ETF products [1].
The initiative also encompasses support for securities and fund companies to pursue international expansion through Hong Kong as their base [1].
