Australia's government is rolling out Thriving Kids, a new support system designed to redirect children with low to moderate support needs away from the National Disability Insurance Scheme (NDIS).1 Beginning in October, children aged eight and under with developmental delays or autism will become eligible for the program, with full nationwide implementation anticipated by January 2028.1
The initiative aims to refocus the NDIS on individuals with permanent, significant disabilities and high support requirements.1 To fund foundational support services under the new system, the federal government and state and territory governments have committed 4 billion Australian dollars over five years.1 The government also projects savings of 3.78 billion Australian dollars in NDIS expenditure over four years as a result of the transition.1
However, implementation challenges are emerging. While most states and territories have made progress on the agreement, Queensland has yet to sign on to the Thriving Kids framework.1 Parents have expressed concerns about whether services will be adequately available when needed.1 Despite these worries, the NDIS minister has indicated that people will not be delayed in exiting the scheme due to unavailable foundational supports.1
