数据显示台湾对大陆研修生的接纳持续增长。2024年有2296名大陆研修生来台 1，2025年增至3551名，年增幅约55% 1。今年上半年累计1771名大陆研修生入境，较2024年同期增加500多名 1。陆委会副主委梁文傑强调，"短期研修生根本不是问题，台湾缺的是学位生" 1，并指出"对岸不让大陆学生来台湾就读学位，这个才是重点" 1。
The Taiwan Mainland Affairs Council (MAC) dismissed allegations from China's Taiwan Affairs Office that Taiwan has imposed stricter screening on mainland trainees, asserting that its policy on short-term research students remains unchanged 1.
The MAC clarified that the actual issue lies not with Taiwan's trainee intake but rather with Beijing's restrictions on mainland degree-seeking students coming to Taiwan 1. According to MAC data, the number of mainland trainees arriving in Taiwan increased substantially, reaching 3,551 in 2025, a year-on-year growth of approximately 55% compared to 2,296 in 2024 1. In the first half of 2025 alone, 1,771 mainland trainees entered Taiwan, representing an increase of over 500 compared to the same period the previous year 1.
MAC Vice Chair Liang Wen-chieh stated that short-term trainees are not the core concern, emphasizing that "what Taiwan lacks is degree-seeking students" 1. Liang further stressed that "the real issue is that the mainland does not permit mainland students to come to Taiwan to pursue degree programs" 1.
