Several areas have experienced dramatic increases in housing requirements despite constrained water availability. Basingstoke's annual housing target has risen from 830 to 1,150 homes, while East Hampshire's annual requirement has increased by 98 percent to 1,142 homes.[1] In Kent, the Tonbridge and Malling area is required to build 19,000 new homes by 2042.[1] Cumbria plans 150,000 new homes, though a water efficiency credit scheme designed to support such development has not been implemented after two years.[1]
Infrastructure and regulatory constraints further complicate the situation. South East Water has been banned from drawing water from the Greywell chalk aquifer, a key supply source, while the Surrey Hills water pipeline promised for completion by 2030 remains unbuilt.[1] Paul Harvey, independent leader of Basingstoke and Deane Council, stated: "We cannot magic up more water."[1] According to Ali Morse, water policy manager at the Wildlife Trust, approximately one-third of England has no available river water under normal flow conditions to supply new homes or industrial use.[1]
