Britain's Special Demonstration Squad, an undercover police unit that operated for approximately 40 years, has been closed following conclusions that it engaged in unjustified surveillance activities and serious misconduct.1 Officer Jon Boutcher, who took over the unit, determined within months that most of the political groups monitored by the SDS posed no genuine threat to public order, let alone to democracy, prompting the decision to disband the department.1
The SDS deployed a total of 139 undercover officers between 1968 and at least 2010, with typical assignments lasting around four years.1 Boutcher stated that the unit's claimed achievements were "embellished and exaggerated to the point of being almost like fairy tales."1 More significantly, the unit's operatives inflicted what Boutcher called "incalculable and unbearable harm" through sexual abuse directed at numerous vulnerable women.1 All but one of the undercover officers refused to accept further training, effectively sealing the unit's fate.1
