A staff member of Hengyang City's Development and Reform Commission was involved in a parking lot altercation on July 31st at approximately 4 p.m. in the underground parking facility of Qidong District's Dacheng Commercial Complex.[1] Zhu Moumou, an employee at the city's Social Credit Information Center—a secondary institution under the Development and Reform Commission—and simultaneously serving as vice chairman of the residential complex's homeowners' committee, used his foot to pry and remove a ground lock that had been installed by another resident to reserve a parking space.[1]
The lock's owner, Ouyang Mou, discovered the damage and confronted Zhu, leading to a dispute.[1] The original developer, Xiao Mou, filed a police report on August 1st at 10 a.m.[1] Following mediation by police officers, Zhu and Ouyang reached a settlement.[1] The Hengyang Municipal Development and Reform Commission and Qidong District government stated they will impose strict disciplinary measures against Zhu for his improper conduct in accordance with relevant regulations and disciplinary procedures.[1]
