水利部日前发布《中国节约用水报告2025》，公布2025年全国用水总量为5944.5亿立方米1。其中，农业用水3683.8亿立方米，占比62.0%；工业用水953.7亿立方米，占比16.0%；生活用水936.6亿立方米，占比15.8%；人工生态环境补水370.4亿立方米，占比6.2%1。非常规水利用量达256.6亿立方米，约占用水总量的4.3%，其中再生水使用量为213.4亿立方米1。
用水效率指标显著改善。万元国内生产总值用水量为42.4立方米，较2024年下降4.5%；万元工业增加值用水量为22.9立方米，较2024年下降7.2%1。农田灌溉水有效利用系数提升至0.583，相比2024年提高0.0031。规模以上工业企业重复用水率达94.7%1。人均综合用水量为423立方米，人均生活用水量为182升/天1。
节水管理和产业发展取得显著进展。全国新增实施合同节水管理项目914项，预期年节水量约2.7亿立方米1。节水产业产值规模超过8000亿元，全国"节水贷"余额达3635亿元1。
The Ministry of Water Resources released the China Water Conservation Report 2025, revealing that total national water consumption reached 594.45 billion cubic meters in 2025.1 Agricultural water accounted for the largest share at 62.0% of total consumption, followed by industrial water at 16.0%, domestic water at 15.8%, and ecological and environmental supplementary water at 6.2%.1
Water efficiency continued to improve across the country, with water consumption per unit of GDP declining by 4.5% compared to 2024, while water consumption per unit of industrial added value decreased by 7.2%.1 The agricultural sector demonstrated enhanced irrigation efficiency, with the effective irrigation water utilization coefficient reaching 0.583, up 0.003 from the previous year.1 Large-scale industrial enterprises achieved a water recirculation rate of 94.7%.1
Non-conventional water utilization totaled 25.66 billion cubic meters, representing 4.3% of total consumption, with recycled water comprising 21.34 billion cubic meters of this amount.1 To further promote water conservation, China implemented 914 new contract water management projects nationwide, projected to conserve approximately 270 million cubic meters of water annually.1 The water conservation industry has grown to exceed 800 billion yuan in output value, while outstanding water conservation loans nationwide reached 363.5 billion yuan.1
