Shenzhen has unveiled version 3.0 of its "20+8" industrial cluster framework, implementing dynamic adjustments to its strategic emerging industries and future industries portfolio [1]. The twenty strategic emerging industrial clusters have been reorganized into four categories, with six clusters designated as strategic priority clusters set to receive extraordinary support and cultivation [1].
The six clusters receiving strategic priority status are semiconductors and integrated circuits, artificial intelligence and applications, intelligent robotics, low-altitude equipment and applications, commercial aerospace and aviation, and advanced marine manufacturing and high-end services [1]. The remaining clusters are distributed across three other categories: seven advantaged expansion clusters, three foundational support clusters, and four comprehensive improvement clusters [1].
Shenzhen has set ambitious targets for its emerging industries. By 2025, the added value of strategic emerging industries is projected to surpass 1.6 trillion yuan, accounting for 43 percent of the regional gross domestic product [1]. Looking further ahead, the government aims for strategic emerging industries to reach 2.3 trillion yuan in added value by 2030, representing 45 percent of the region's GDP [1]. Additionally, the future industries category has been expanded to include three new sectors: physical intelligence, sixth-generation mobile communications, and future energy [1].
