In response, the Ministry of Water Resources has directed local authorities to strengthen monitoring and early warning systems, optimize the operation of water control projects, ensure the safe passage of reservoirs through the flood season, and implement flood prevention measures for small and medium-sized rivers [1]. Three working groups from the ministry are currently stationed on the front lines of flood prevention operations in Heilongjiang Province to provide guidance and assistance [1].
