The Trump administration announced a major revision to the Community Reinvestment Act, marking the first substantial reform to the law in nearly 30 years.[1] The proposed changes include raising the asset threshold for defining small banks from $412 million to $1 billion, which would reduce the number of banks required to comply with comprehensive requirements to just 86 institutions—roughly 3% of all banking institutions.[1] The modifications would also ease compliance obligations for approximately 800 banks and alter how banks direct donations to community development organizations.[1]
The Community Reinvestment Act was originally enacted in 1977 and last underwent major revision in 1995.[1] The proposed modifications will now enter a 60-day public comment period.[1] Critics of the changes have already voiced concerns; Jesse Van Tol, chief executive of the National Community Reinvestment Coalition, stated that the revisions "unfortunately" introduce politics into the allocation system governed by the law.[1]
