A United Nations special rapporteur on Cambodia has flagged serious human rights violations following a visit to the country and meetings with senior government officials.[1] Tom Andrews, who began his role as UN special rapporteur on the situation of human rights in Cambodia in April 2024, identified multiple concerns including displacement caused by armed conflict, human trafficking linked to cross-border cybercrime, and restrictions on freedom of expression.[1]
The displacement crisis represents a significant humanitarian challenge, with approximately 20,000 people displaced as a result of armed conflict between Cambodia and Thailand last year.[1] Andrews also documented that over 100 individuals have been detained for exercising fundamental freedoms of speech, assembly, and association.[1] During his mission to Phnom Penh, Andrews stated that "no one should be imprisoned for exercising basic human rights."[1]
Andrews indicated that Cambodia has agreed to advance on the issues he raised, though he expressed ongoing concerns regarding Thai-occupied territory, the rights of detainees, and freedom of expression during the upcoming election cycle.[1] He was granted unrestricted access to detention facilities, displacement camps, and border regions during his visit, enabling direct observation of conditions on the ground.[1]
