Myanmar's military-backed president Min Aung Hlaing delivered a policy address to parliament, unveiling a five-year development plan while criticizing the ASEAN consensus framework aimed at resolving the nation's ongoing crisis.[1] The speech, delivered before over 900 lawmakers, officials, and military representatives, outlined plans to accelerate the country's transition into a modern developed state over a two-year period, followed by three years of full-scale implementation.[1]
Min Aung Hlaing, who assumed office in April after leading the 2021 military coup that overthrew Myanmar's elected government, outlined specific initiatives including infrastructure development and energy projects.[1] The roadmap includes holding special elections in 2027 across 102 villages and towns that were unable to vote due to armed conflict, while the government plans to maintain military conscription and advance the controversial Myitsone hydroelectric dam and nuclear power station projects.[1] Additionally, authorities reported that more than 72,000 foreign nationals linked to fraud operations have been deported to 58 countries.[1]
The president criticized ASEAN's 2021 five-point consensus, accusing the regional bloc of releasing the plan without unanimous approval from all member states and stating the framework discriminates against Myanmar.[1] Nyan Lin, a representative of nonviolent action groups, countered that "the military regime's policies have failed and the country faces a deteriorating situation."[1]
