石家庄市鹿泉区一家饲料厂负责人不熟知粉尘涉爆行业重大事故隐患判定标准[1]。藁城区快递转运分拣中心的多条输送线电机转动位置无防护外罩，三处传送带的急停装置失灵失效[1]。承德市隆化县一企业的5吨桥式起重机急停开关无法正常使用[1]。根据《特种设备重大事故隐患判定准则》第4.7条，急停开关缺失或失效应被判定为重大事故隐患[1]。
巡查组已将发现的隐患线索反馈当地并启动追责问责[1]。

At a postal-express distribution center in Shijiazhuang's Gaocheng District, multiple conveyor line motors lacked protective covers at their rotation points, and three conveyor belt emergency stop devices had become inoperable [1]. In Longhua County, Chengde, a five-ton bridge crane's emergency stop switch could not function properly [1]. According to the Special Equipment Major Accident Hazard Determination Criteria Section 4.7, the absence or failure of an emergency stop switch constitutes a critical accident hazard [1]. The inspection team has reported identified hazards to local authorities and initiated accountability procedures [1].
