规划重点推进电气化改造、绿色能源应用、工业节能降碳[1]。在资源循环利用方面,提出具体目标:废钢铁年回收利用量达到3亿吨、再生有色金属年产量达到2500万吨、废塑料年回收利用量达到2200万吨[1]。规划要求完成500项工业绿色低碳标准制修订[1]。
The Ministry of Industry and Information Technology has released the "Industrial Green and Low-Carbon Development Plan for the 15th Five-Year Period" (2026-2030), establishing a comprehensive framework centered on cultivating and strengthening green productive capacity [1]. By 2030, industrial carbon dioxide emissions are targeted to reach peak levels, with further optimization of industrial and energy consumption structures alongside more comprehensive green manufacturing and service systems [1]. The plan prioritizes electrical equipment retrofitting, green energy application, and industrial energy conservation and carbon reduction [1]. Specific targets include recovering and utilizing 300 million tons of scrap steel and iron annually, producing 25 million tons of recycled non-ferrous metals yearly, and recovering and utilizing 22 million tons of waste plastics annually [1]. Additionally, 500 industrial green and low-carbon standards are to be completed through development and revision [1].
