During a review of twenty-two submitted papers this past summer, researchers discovered that sixty-eight percent contained entirely fabricated citations, fictitious author lists, or obvious signs of AI-generated content.[1] Among these problematic submissions, two papers featuring fake authors were flagged by reviewers and recommended for rejection, yet both were ultimately accepted as oral presentations at academic conferences.[1]
The acceptance of these flagged papers underscores growing vulnerabilities in the peer review system. Research audits have documented alarming trends: Nature's analysis identified that tens of thousands of publications potentially issued in 2025 may contain invalid AI-generated references.[1] According to Zhao and colleagues, approximately 146,900 hallucinated citations alone appeared in 2025 publications.[1] The Lancet's audit revealed an even steeper trajectory, with the proportion of biomedical papers containing at least one fabricated reference surging from one in 2,828 papers in 2023 to one in 458 papers in 2025, and further declining to one in 277 by early 2026.[1]
The integrity challenges extend beyond submitted manuscripts to the review process itself. At ICLR 2026, twenty-one percent of reviews—comprising 15,899 evaluations—were found to be entirely AI-generated, with more than half containing some form of AI involvement.[1] Similarly, ICML 2026 identified approximately 795 reviews from 506 reviewers who should have adhered to policies prohibiting Large Language Model use, indicating systematic violations of conference guidelines.[1]
