Shenzhen's Futian District has unveiled its inaugural "Starlight Plan" for premier volunteer service, mobilizing nearly 1,500 volunteers from across 28 countries and regions who collectively speak 11 languages.[1] The initiative has established 36 specialized volunteer teams to provide comprehensive service coverage across the district.[1]
The plan is strategically timed to support two major international events: the 2026 APEC conference to be hosted in Shenzhen and the United Nations' International Year of Volunteers for Sustainable Development.[1] To enhance volunteer coordination and public accessibility, Futian has introduced an NFC-enabled "smart" volunteer wristband that integrates information across nine categories including food, accommodation, transportation, cultural attractions, and tourism, comprising more than 50 information points.[1] Additionally, the district has developed the "Hi Futian Portable Guide for Foreign Residents" to facilitate international engagement.[1]
The volunteer service ecosystem has been further strengthened through regional collaboration, as evidenced by a volunteer cooperation agreement signed between Shenzhen and Hong Kong.[1] These initiatives collectively represent a comprehensive restructuring of the district's international volunteer service infrastructure, emphasizing team internationalization, project branding, intelligent service platforms, and Greater Bay Area coordination.[1]
