China's Ministry of Commerce has completed its 2025 comprehensive development assessment of 228 national-level economic and technological development zones and decided to revoke the national status of five underperforming zones [1]. The five development zones being removed from the national roster are Jiedong in Guangdong, Puyang in Henan, Hulun Buir in Inner Mongolia, Yingkou in Liaoning, and Daqing in Heilongjiang [1].
The delisting reflects China's broader effort to tighten oversight of development zones and ensure they deliver substantive economic returns [1]. Among the problems identified in struggling zones are insufficient scale, low efficiency, unclear positioning, scattered geographic distribution, and redundant industrial focus that fosters destructive competition [1]. The government is simultaneously advancing consolidation and reform efforts among provincial-level development zones, with Liaoning Province alone having already consolidated or planning to consolidate 49 provincial development zones [1].
