The Office of the Ministry of Civil Affairs and the Office of the National Cultural Heritage Administration have jointly issued a notice to establish a pilot program for building records of administrative divisions, place names, and cultural relics nationwide [1]. The pilot work encompasses four main tasks: coordinated surveys and identification, establishment and publication of records, protection and innovative utilization of heritage, and improvement of systems and mechanisms [1]. Each province, autonomous region, and municipality may submit applications for no more than two pilot regions by September 1, 2026, though counties with exceptionally strong foundational conditions may also be included in the program [1]. Following the one-year pilot phase, a comprehensive assessment will be conducted, and the program will be rolled out nationally [1].
