Australia's eSafety Commissioner has launched legal action against Telegram, accusing the messaging platform of failing to remove terrorist content despite repeated warnings.[1] The regulator announced the enforcement action on Thursday, with potential penalties reaching USD 54.4 million.[1] eSafety Commissioner Julie Inman Grant stated that the platform has been subject to compliance discussions since March 2024 but has continued to host harmful material.[1] The agency had previously fined Telegram USD 957,780 in 2025.[1]
The legal proceedings coincide with Russia's intensified pressure on the app and its founder Pavel Durov.[1] Russia's Federal Security Service (FSB) accused Durov this week of facilitating terrorist activities, alleging that Telegram has been weaponized by Ukrainian operatives to coordinate attacks within Russian territory.[1] According to FSB claims, a Telegram chatbot identified as "Daivinchik/Leo" has been used by Ukrainian agents to recruit Russians aged 12 to 22 for subversive and terrorist operations, resulting in the arrest of 46 individuals within that age range over the past year.[1] Durov, now on an international wanted list, posted messages indicating he was in Georgia last week, but his current whereabouts remain unknown.[1]
