Australia has emerged as the dominant lender to the Pacific region, according to a new report from the Lowy Institute.[1] In 2024, Australian aid and loans accounted for 37% of total regional financing, significantly outpacing China's contribution of 6%.[1] New Zealand provided 11% of regional financing, followed by the United States at 8% and Japan at 3%.[1]
The Australian Pacific Infrastructure Financing Facility (AIFFP), established in 2019, has committed over AUD 1 billion in loans and more than AUD 850 million in grants to the region.[1] Since 2021, the Australian government has signed AUD 3.44 billion in new loan agreements with Pacific nations.[1] According to Duke, the principal author of the Lowy Institute report, China's lending to the Pacific has undergone a marked reduction.[1]
Despite the broader trend, some Pacific island nations, including the Kingdom of Tonga, have continued to struggle with the financial burden of Chinese loans.[1]
