国家文物局近日印发《国家文物事业发展"十五五"规划》。[1]根据规划,到2030年,应建立健全文物系统性保护和统一监管督察机制,持续改善文物保护状况,充分彰显考古实证中国文明历史的作用,让文物保护利用成果更好惠及人民。[1]
规划涵盖十二个方面的重点任务。[1]在文物基础工作中,将完成第四次全国文物普查,建立国家不可移动文物资源总目录,并遴选公布第九批全国重点文物保护单位。[1]同时建设国家文物资源大数据库(中国文物云)。[1]在保护传承方面,规划实施"中国营造"重点计划,开展重要文物建筑研究性保护工程。[1]
考古事业发展成为规划重点。[1]规划明确要做好景德镇手工瓷业遗存、三星堆-金沙遗址申遗工作,同时实施"考古中国"重大项目和夏商文明研究工程。[1]在博物馆体系建设上,将构建主题鲜明、类型丰富的纪念馆体系,形成以"四史"等为主题的展陈矩阵。[1]此外,规划还涉及革命文物保护、社会文物管理、文物活化利用及国际交流合作等领域。[1]
The State Administration of Cultural Heritage has recently issued the National Cultural Relics Development Plan for 2026-2030, establishing key objectives to be achieved by 2030 [1]. The plan commits to establishing and improving systematic protection mechanisms for cultural relics along with unified supervision and inspection systems, while continuously enhancing the state of cultural heritage preservation [1]. The initiative also aims to fully demonstrate the role of archaeological evidence in substantiating China's civilizational history and ensure that the benefits of cultural relics protection and utilization reach the broader public [1].
The comprehensive plan encompasses twelve priority areas, including the strengthening of cultural relics protection mechanisms, enhanced safety oversight, development of education, science, technology, and talent initiatives, protection of ancient sites, advancement of archaeological endeavors, preservation of revolutionary heritage, museum development, management of social cultural relics, activation and utilization of cultural resources, and international cooperation and exchange [1]. Major initiatives outlined in the plan include completing the fourth national survey of cultural relics and establishing a national inventory of immovable cultural heritage resources [1], as well as announcing the ninth batch of national key cultural relics protection sites [1]. The plan further mandates the construction of a national cultural relics big data platform called "China Cultural Relics Cloud" [1].
Specific archaeological and preservation programs outlined in the plan include implementing the "Chinese Architecture" priority initiative to conduct research-based protection projects for significant historical buildings [1], advancing the application documentation for Jingdezhen's traditional porcelain-making heritage sites and the Sanxingdui-Jinsha archaeological complex [1], and launching the "Archaeology China" major project alongside the Xia-Shang civilization research initiative [1]. Additionally, the plan calls for constructing a thematic and diverse system of memorial halls, establishing exhibition matrices centered on topics such as the "four histories" [1].
