Pavel Durov, the billionaire founder of Telegram, has been accused by Russia's FSB of enabling terrorist activities, potentially exposing him to a life sentence if convicted [1]. The Russian security agency alleged that Telegram's platform has been exploited by Ukrainian intelligence agencies and terrorist and extremist organizations to prepare and coordinate sabotage and terrorist operations [1].
The FSB specifically cited two chatbots on Telegram—Daivinchik and Leo-Dating—which the agency claimed have 13.6 million monthly active users and have been used to deceive and recruit Russians for sabotage and terrorist activities [1]. According to the FSB, over the past year, 46 users of these chatbots aged 12 to 22 were detained in Russia in connection with attacks on law enforcement officers and arson, among other offenses [1].
This represents another chapter in Durov's ongoing legal battles. He was arrested in Paris in August 2024 on suspicion of drug trafficking and the distribution of child sexual abuse material, but was released after posting bail of 5 million euros [1]. Durov co-founded Telegram with his brother in 2013 and currently leads a platform with approximately 100 million users [1]. With a net worth estimated at $6.6 billion, Durov holds citizenship in Russia, France, the United Arab Emirates, and Saint Kitts and Nevis [1].
