Russia's Federal Security Service (FSB) has accused Telegram founder and CEO Pavel Durov of facilitating terrorist activities, claiming the messaging platform was used by Ukrainian intelligence to organize sabotage operations.[1] The FSB alleges that a chatbot named "Daivinchik/Leo" on Telegram was employed by Ukrainian special forces to recruit young Russians for destructive and terrorist acts.[1] According to Russian authorities, 46 Russians aged between 12 and 22 have been arrested over the past year after allegedly being recruited through the chatbot by Ukrainian operatives posing as young women.[1] Durov has been added to an international wanted list.[1]
Durov has rejected the charges, asserting that Telegram has exceeded its obligations in content moderation and law enforcement cooperation.[1] The Telegram founder, who holds both Emirati and French passports, stated he takes pride in defending the communication and privacy rights guaranteed by Articles 29 and 23 of the Russian Constitution.[1] The charges come after Durov's 2024 arrest in France on suspicion that Telegram failed to adequately combat criminal activity and cooperate sufficiently with authorities; he was later permitted to leave France.[1] Meanwhile, Russia has effectively restricted Telegram access for its citizens, who can now only reach the platform through VPN, though the Kremlin and Defense Ministry continue to post content on the platform daily.[1]
