通知鼓励地方向科技型企业提供授权开放信息渠道[1]，支持金融机构构建科技型企业数字信用画像和风控模型[1]。此外，政策还支持市场化征信机构建设科技型企业数据库[1]，并开展科技金融可信数据空间创新发展试点[1]。上述举措旨在提升科技金融资源配置效率，支撑高水平科技自立自强[1]。
The People's Bank of China and eight other government agencies have jointly issued a directive aimed at strengthening data utilization in the science and technology finance sector.[1] The nine departments—including the National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, General Administration of Customs, State Administration for Market Regulation, Financial Regulatory Commission, National Intellectual Property Administration, and National Data Administration—released the "National Directory of Data Development and Application in Science and Technology Finance 1.0" as part of this initiative.[1]
The newly released directory encompasses eight major categories and 26 data indicators, covering areas such as enterprise listings, import-export data, and investment-financing information.[1] The directive encourages local governments to establish authorized channels for opening information access to technology-oriented enterprises, while supporting financial institutions in constructing digital credit profiles and risk control models for these companies.[1] These measures are designed to enhance the allocation efficiency of science and technology finance resources and support high-level technological independence and self-reliance.[1]
