Andy Burnham has announced a reform initiative aimed at placing academic and technical education on equal footing, establishing vocational and technical courses tailored to local employment markets for students aged 14 and above.[1] The proposal draws on the Greater Manchester Bachelor scheme, which Burnham implemented during his tenure as mayor of Greater Manchester in 2023, and builds on the longer-term vision of University Technical Colleges (UTCs) championed by former Conservative education secretary Kenneth Baker.[1]
The initiative addresses a significant challenge in the UK education system: approximately one million young people aged 16 to 24 are not in employment, education, or training (NEETs).[1] Current UTCs demonstrate stronger employment outcomes, with youth unemployment rates below 5 percent compared to 16.4 percent in state secondary schools.[1] Baker underscored the importance of early intervention, stating that "last year we had half our schools with no unemployed students, every single student went into further education, university or work," and emphasised that "the key is to start the technical route at age 14. Starting at 16 is too late."[1] The UK currently operates 44 UTCs, with the first cohort launched by the 2010 coalition government.[1] Walney School is set to launch an employer-led technical education pathway beginning this September.[1]
