中国国家发改委国民经济综合司副司长杨特表示,政府将采取推动政府投资、加速重大工程开工、激发民间投资等三个方面的措施来促进投资止跌回稳[1]。为此,政府计划加快人民币8000亿元新型政策性金融工具资金的投放使用[1],并推进"十五五"规划(2026至2030年)提出的109项重大工程建设[1]。
与此同时,发改委还将完善民营企业参与国家重大项目的机制[1]。在基础设施建设方面,政府将协同推进"六张网"——即水网、新型电网、算力网、新一代通讯网、城市地下管网和物流网[1]。此外,发改委还将在综合立体交通设施、低空、人工智能、消费和教育医疗等五大基础设施领域推进重点建设[1]。
China's National Development and Reform Commission (NDRC) is moving to reverse the recent decline in investment through coordinated action across three key areas. According to Yang Te, Deputy Director of the NDRC's Comprehensive Economic Planning Department, the government will accelerate government spending, expedite major infrastructure projects, and encourage private sector participation.[1]
The NDRC plans to speed up the deployment of 800 billion yuan in new policy-oriented financial tools while advancing 109 major construction projects outlined in the 15th Five-Year Plan period from 2026 to 2030.[1] Complementing these efforts, the government aims to strengthen mechanisms that enable private enterprises to participate in national priority projects.[1]
The initiative encompasses infrastructure development across multiple sectors, including comprehensive transportation networks, low-altitude economy, artificial intelligence applications, consumer-oriented infrastructure, and education and healthcare facilities.[1] The strategy also prioritizes coordinated development of what officials term the "six networks"—water infrastructure, new electrical grids, computational capacity networks, next-generation telecommunications, urban underground utilities, and logistics systems.[1]
