The Independent Commission Against Corruption (ICAC) heard evidence that members of the NSW Liberal Party's right-wing faction prepared damaging material against former police minister David Elliott and orchestrated the circulation of a video targeting former building commissioner David Chandler as part of internal party factional warfare.[1] Witness Dylan Whitelaw testified that the right-wing group compiled a document titled "David Elliott shit sheet" containing negative information about the minister.[1] The video distributed by senior ministerial staff at the direction of Chris Spence alleged that Chandler had engaged in racial discrimination.[1]
Federal Liberal leader Angus Taylor pledged a $15,000 donation and regular monthly contributions of $3,000 to support the factional efforts.[1] The operations were connected to the interests of fugitive developer Jean Nassif, who made political donations to Liberal operatives Christian Ellis and Jeremy Greenwood.[1] Whitelaw, who had previously worked for both Catholic Schools NSW and Beckington Group—entities involved in contractual arrangements—provided testimony about the coordinated campaign to damage the political careers of Elliott and Chandler.[1] David Elliott has denied having an extramarital affair.[2]
