The U.S. Department of Defense has updated its Section 1286 list, which now encompasses 130 institutions globally, including 88 Chinese entities.[1] Among the newly added institutions are Fudan University and Shanghai Jiao Tong University, marking their first inclusion on the restrictions list.[1] Starting from fiscal year 2026, the Defense Department is prohibited from using any funds to support basic research collaboration with institutions on the Section 1286 list.[1] The ban applies across all forms of research partnerships, contracts, grants, and other funding mechanisms.[1]
China's Ministry of Commerce responded on July 29 with strong objections to the measure.[1] A spokesperson for the ministry stated, "We have noted this situation. We express strong dissatisfaction and firm opposition to this action."[1] The Chinese government accused the United States of generalizing the concept of national security and politicizing and weaponizing scientific research cooperation.[1] In response, China indicated it would take necessary measures to protect the legitimate rights and interests of its research institutions.[1]
