Delhi launched a new electric vehicle policy on July 1st aimed at dramatically accelerating the adoption of electric vehicles to address the city's severe air pollution crisis.[1] Under the ambitious plan, all newly registered auto-rickshaws and small commercial trucks must be electric by 2027, followed by two-wheelers in 2028.[1] The policy provides purchase subsidies of up to 50,000 rupees (approximately $522), scrapping incentives reaching 100,000 rupees ($1,044), and tax exemptions, with an estimated implementation cost of 150 billion rupees ($1.5 billion).[1]
Currently, electric vehicles represent only about 5% of Delhi's 8.6 million registered vehicles, though last year saw registrations exceed 100,000 units.[1] Vehicles account for roughly one-quarter of the air pollution in India's capital region, with two and three-wheelers responsible for nearly half of urban vehicular emissions.[1] Delhi's EV sales penetration reached 12.7% in the 2026 financial year, outpacing the national average of 8.3%.[1] However, the initiative faces significant obstacles, including inadequate charging infrastructure and the need for substantial electrical grid upgrades to support widespread adoption.[1]
