The U.S. Senate took procedural steps forward on a Russian sanctions bill, voting 86-12 to advance the measure while Ukrainian President Volodymyr Zelenskyy watched from the chamber.[1] The legislation, negotiated over more than a year by late Republican Senator Lindsey Graham and Democratic Senator Richard Blumenthal, targets countries that continue purchasing Russian oil, gas, and other commodities.[1]
Zelenskyy, who was in Washington to attend Graham's funeral, met with senators and characterized the procedural vote as progress toward addressing Ukraine's needs.[1] He stated that "this is the first step toward implementing Lindsey's plans, and certainly a step toward peace," while noting that Ukraine has made gains in its war against Russia but still requires American assistance.[1] During discussions with lawmakers, Zelenskyy emphasized that "we discussed many issues, first and foremost, anti-ballistic defense."[1]
The bill grants the president authority to impose tariffs on the world's top five Russian energy purchasers, including China and India, while providing exemptions for nations importing less than 15 percent of their natural gas from Russia.[1] The legislation also includes an extension of Iran sanctions provisions, included at the request of former President Trump.[1] Graham and Blumenthal announced their agreement with the White House on July 10, shortly before Graham's subsequent death.[1]
