深圳市印发了《科技企业债务融资和科技保险资助管理办法》,建立跨部门数据获取机制,实现符合条件的企业"免申即享"资助,无需主动申报即可获得支持,不符合条件的企业也可自主申报[1]。该办法自2026年8月8日起施行,有效期5年[1]。
根据新政策,深圳对科技企业的三类融资和保险项目进行资助[1]。科技类贷款利息资助按不超过实际支付利息、同期LPR所算利息两者低值的50%予以资助,单个企业每年不超过100万元;科技创新债券利息资助按不超过实际支付利息的10%予以资助,单个企业每年不超过100万元;科技保险费用资助按不超过实际支付保险费用的50%予以资助,单个企业每年合计不超过100万元[1]。资助面向国家高新技术企业、专精特新中小企业、专精特新"小巨人"企业等,企业上年度营业收入不超过2亿元、资产总额不超过2亿元[1]。深圳市科技创新局负责发布通知和申请指南,中国人民银行深圳市分行、深圳证券交易所等部门提供企业名单和数据[1]。
Shenzhen has released the Management Measures for Technology Enterprise Debt Financing and Technology Insurance Subsidies, establishing a new funding mechanism that eliminates the need for companies to submit applications. [1] For technology loans, eligible enterprises receive subsidies covering up to 50 percent of actual interest paid or the interest calculated at the current Loan Prime Rate, whichever is lower, with an annual cap of 1 million yuan per company. [1] Technology innovation bonds qualify for subsidies of up to 10 percent of actual interest paid, also capped at 1 million yuan annually per enterprise. The subsidies target national high-tech enterprises, specialized and innovative small and medium-sized enterprises, and specialized and innovative "hidden champion" enterprises, provided they had annual revenue not exceeding 200 million yuan and total assets not exceeding 200 million yuan in the previous fiscal year. [1] Shenzhen's Department of Science and Technology Innovation is responsible for issuing implementation notices and application guidelines, while the People's Bank of China Shenzhen Branch and the Shenzhen Stock Exchange will supply enterprise data and lists to support the program.
