教育部在2025年推动学生资助工作取得新进展，全面落实"一免、两扩、三提高"政策，进一步完善覆盖全学段的学生资助体系。[1]全国学生资助资金投入超3900亿元，较上年增长超14%；累计资助学生近1.6亿人次，较2024年增长超5%。[1]其中，国家助学贷款发放金额达到1277亿元，较上年增长34%。[1]
政策调整涉及多个教育阶段。[1]从2025年秋季学期起，免除公办幼儿园学前一年在园儿童保育教育费，超过1400万学前教育阶段儿童因此受益。[1]在高中阶段，国家助学金平均资助标准由每生每年2000元提高到2300元。[1]研究生阶段的奖学金支持力度也有所加大，硕士生学业奖学金中央财政支持标准由每生每年8000元提高到10000元，博士生由每生每年10000元提高到12000元。[1]
China's Ministry of Education achieved significant progress in student financial aid work during 2025, implementing a comprehensive policy framework encompassing "one exemption, two expansions, and three enhancements" to strengthen the student assistance system across all education levels.[1] National student aid funding exceeded 3.9 billion yuan, representing growth of more than 14 percent compared to the previous year.[1] The cumulative number of students receiving assistance nationwide reached approximately 160 million cases, an increase of more than 5 percent from 2024.[1]
Several key policy adjustments have been implemented to broaden support coverage. Starting in the autumn semester of 2025, tuition and education fees for children in their final preschool year attending public kindergartens have been waived, benefiting over 14 million preschool students.[1] At the secondary education level, the average national scholarship standard has been raised from 2,000 yuan per student annually to 2,300 yuan per student annually.[1] For graduate education, central government subsidies for academic scholarships have been increased from 8,000 yuan per year for master's degree students to 10,000 yuan per year, and for doctoral students from 10,000 yuan per year to 12,000 yuan per year.[1]
Government-backed student loan issuance expanded considerably, reaching 127.7 billion yuan in 2025, marking a 34 percent increase from the previous year.[1]
