中央网信办、工业和信息化部及公安部于2026年10月26日联合发布通报，指出有84款移动应用在收集和使用个人信息方面存在违法违规行为1。此次检测依据《网络安全法》《个人信息保护法》及《网络数据安全管理条例》等法律法规进行，具体检测周期为2026年9月4日至2026年10月15日1。国家计算机病毒应急处理中心也参与了此次相关处置工作1。
违规类型与整改情况
被点名的应用涉及十类主要问题，其中“隐私政策信息不完整”涉及45款，“未明示隐私政策”涉及16款，“安全技术措施不足”涉及12款1。其他违规行为包括未取得同意分享信息（11款）、无隐私政策（6款）、无有效更正删除机制（5款）1。此外，还存在未征得同意收集信息（1款）、缺乏便捷权利申请机制（1款）、无撤回同意途径（3款）以及未保护未成年人信息（3款）等情况1。
针对上期通报的82款存在问题的应用，监管部门进行了复查，发现其中仍有24款未能完成整改或继续存在问题1。目前，这24款未完成整改的应用已被相关应用分发平台予以下架处理1。
The Cyberspace Administration of China (CAC), the Ministry of Industry and Information Technology (MIIT), and the Ministry of Public Security issued a joint notification on October 26, 2026, identifying 84 mobile applications that violated laws and regulations in the collection and use of personal information 1. The testing was conducted by the National Computer Virus Emergency Response Center between September 4, 2026, and October 15, 2026, in accordance with multiple laws including the Cybersecurity Law, the Personal Information Protection Law, and the Network Data Security Management Regulations 1.
The notification detailed ten categories of violations, ranging from missing or incomplete privacy policies to insufficient security measures 1. Among these, "incomplete privacy policy information" was the most prevalent issue, affecting 45 apps 1. Other significant violations included "failure to explicitly state privacy policies" (16 apps) and "insufficient technical security measures" (12 apps) 1. Additionally, 11 apps shared information without obtaining separate consent, 6 apps had no privacy policy at all, and 5 apps lacked effective mechanisms for users to correct or delete their data 1. Further issues included 3 apps offering no way to withdraw consent, 3 apps failing to protect minors' information, 1 app lacking a convenient mechanism for rights requests, and 1 app collecting information without user consent 1.
Regarding the previous batch of notifications involving 82 apps, it was noted that 24 of those applications still had outstanding problems 1. Consequently, app distribution platforms have been required to remove these 24 non-compliant apps 1.
