2025年10月26日，水利部组织各流域管理机构和省级水行政主管部门开展跨省河湖生态流量保障工作，完成382条跨省河湖、558个控制断面的生态流量保障目标确定并印发实施1。该举措为河湖生态用水保障和复苏河湖生态环境提供了重要依据1。
在目标制定过程中，相关部门严格依据《河湖生态环境需水计算规范》等标准规范进行计算1。根据河湖类型和生态保护需求，确定了不同类别的保障目标：常年流水河流确定生态基流；天然季节性河流确定有水期生态水量；特殊生态保护对象河流确定敏感期生态流量；平原河网及湖泊确定生态水位目标1。
水利部要求将生态流量保障目标纳入流域水资源调度方案、年度水资源调度计划和水利水电工程日常运行调度规程1。同时，需建立健全生态流量监测预警机制，以便及时发布预警信息1。
The Ministry of Water Resources has finalized and issued ecological flow guarantee targets for 382 cross-provincial rivers and lakes, covering a total of 558 control sections 1. Additionally, ecological water level goals were assigned to plains river networks and lakes 1.
These newly determined targets are required to be incorporated into basin water resource dispatching schemes, annual water resource dispatching plans, and daily operation protocols for hydraulic and hydropower projects 1. To support implementation, mechanisms for monitoring and early warning of ecological flows must be established to ensure timely issuance of alert information 1.
