最高法：过去三年全国法院累计聘请退休法官9500余人

最高人民法院报告显示，过去三年全国法院累计聘请退休法官9500余人，其中目前在聘的有3800余人1。最高法院长张军强调，聘请退休法官参与调解是破解司法难题、服务人民群众的关键举措1，要求各地法院进一步吸纳退休法官担任特邀调解员，做实矛盾纠纷化解工作1。

各地法院充分利用退休法官资源。海南儋州法院聘请23名"候鸟"银发人才担任调解员，累计成功调解纠纷2917件1；北京高院成立"金色夕阳社区法律服务队"，10年累计调解纠纷10万余件1；吉林白城中院"银发调解团"累计成功调解纠纷4694件，成功率达80.16%1；云南腾冲的李红玲自2022年以来成功调解案件累计3273件，年均超过800件1。

张军提出三方面要求：充分吸纳退休法官担任特邀调解员、充分发挥受聘退休法官的作用、充分落实受聘退休法官的履职保障1。

Jilin's Baicheng Intermediate Court's "Silver-Haired Mediation Team" achieved a success rate of 80.16% with 4,694 successfully resolved disputes 1. Individual retired judges have also made substantial contributions, such as Li Hongling from Tengchong, Yunnan, who has mediated 3,273 cases since 2022, averaging over 800 cases annually 1.

Zhang Jun outlined three key requirements for courts: fully incorporate retired judges as special mediators, maximize their contributions and dedication, and ensure adequate protection of their work conditions and benefits 1.
