The U.S. Department of Treasury unveiled a draft of the Comprehensive Outbound Investment National Security Act (COINS Act) on January 22, aimed at tightening investment restrictions in sensitive technology sectors involving China.1 The proposed legislation targets advanced semiconductors and artificial intelligence technologies, biotechnology-related compounds, materials, and technologies including brain-computer interfaces.1
China's Ministry of Commerce responded swiftly with firm opposition, expressing "serious concern and resolute opposition" to the move and pledging to monitor subsequent developments while reserving the right to take corresponding measures.1 The ministry characterized the new regulations as "discriminatory expansion of investment restrictions on China with increased restrictions, constituting a typical example of generalizing national security concepts."1 Chinese officials called on the United States to "respect market economy rules, cease generalizing national security concepts, and stop politicizing and weaponizing trade and economic issues."1
