The European Union and China are discussing the reciprocal withdrawal of sanctions against companies from each side following trade talks held in early this month.1 China has proposed removing Sindlhauser Materials, a German supplier to semiconductor equipment manufacturer ASML, from its export control list in exchange for the EU lifting sanctions against Hubei Yuesha Group, a textile manufacturer that previously sold sensitive technology to Russia.1
The move centers on competing trade restrictions imposed by both sides. China implemented export controls on Sindlhauser in July, cutting off the company's access to rare earth elements and other critical minerals.1 The EU, meanwhile, sanctioned Hubei Yuesha Group in 2025 following the outbreak of the Russia-Ukraine war.1 An Irish Times investigation revealed that the textile company had shipped antennas manufactured in Ireland to Russian firm Quasar.1
EU Trade Commissioner Cecilia Malmström received China's proposal during negotiations in Beijing earlier this month.1 The EU's Permanent Representatives Committee discussed the proposal on the 21st, with some member states expressing reservations about the terms.1 Further deliberations are expected to continue next week.1
