European Union leaders plan to urge British Prime Minister Andy Burnham to increase the United Kingdom's financial contribution to Ukraine's defence during an EU-UK summit scheduled for November 20 in Brussels 1. Ukraine faces a funding shortfall of €70 billion (£58 billion) in 2027, and EU officials argue that the burden of support should be distributed more fairly among allied nations 1.
Currently, the EU and its member states cover 80 percent of Ukraine's financial needs, but European leaders believe an equitable arrangement would see the EU fund two-thirds of requirements with other allied nations providing the remainder 1. The EU previously extended a €90 billion loan to Ukraine, which is projected to cover two-thirds of funding needs for 2026 and 2027 1. The UK has already committed £25 billion in assistance to Ukraine, including £16 billion in military aid 1. According to the Kiel Institute, Britain ranks as Ukraine's fourth-largest donor after the United States, Germany, and France 1.
When measured against GDP, British spending accounts for 0.86 percent of national income, compared to 1.1 percent for France and 1.5 percent for Germany 1. Beyond Ukraine funding, the Brussels summit agenda includes discussions on three separate agreements covering food and animal health standards, emissions trading system linkages, and youth mobility initiatives 1.
