Six government departments have jointly released comprehensive guidance to drive the transformation of deteriorating urban neighborhoods and factory complexes across China.1 The Ministry of Housing and Urban-Rural Development, along with the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Transportation, the Ministry of Commerce, and the State-owned Assets Supervision and Administration Commission, have issued the directive to establish overall objectives, implementation pathways, and supporting policies for such projects.1
Under the initiative, authorities will systematically undertake 1,500 major renovation projects targeting aging urban districts and industrial sites.1 The transformation strategy encompasses functional conversion of obsolete factories, commercial street sector upgrades, and quality improvements in residential neighborhoods.1 The guidelines set a transitional period of no more than five years, during which land ownership and planning conditions remain unchanged, while encouraging financial institutions to support eligible projects through financing mechanisms, including infrastructure real estate investment trusts (REITs).1 Implementation will align with the objectives outlined in the "15th Five-Year Plan for Urban Renewal," with efforts focused on establishing a sustainable investment and financing model to support long-term redevelopment efforts.1
