According to the official ranking of CPPCC Vice Chairs, Hu Chunhua ranks second after Shi Taifeng and would normally have been present on the main platform.1 The state news agency Xinhua reported that "all CPPCC Vice Chairs in Beijing" attended the event, yet Hu's absence was conspicuous.1 Official channels have not reported any out-of-town inspection tour or foreign visit by Hu Chunhua.1 His non-appearance has prompted external speculation about shifts in his political standing.
Hu previously served as a Politburo member and Vice Premier, and was identified as one of twenty successors cultivated during the 18th Party Congress.1 However, he was marginalized over time and removed from the Politburo after the 20th Party Congress, subsequently being reassigned at age 59 to his current CPPCC position.1 The commemoration event came just three days before the opening of the Fifth Plenary Session of the 20th Central Committee.1
