The deterioration of diplomatic conditions accelerated after the war began in 2022, when hundreds of Russian diplomats were expelled from Western countries and Moscow responded by expelling hundreds of Western diplomats in return.1 The U.S. Embassy in Russia has been severely understaffed since 2021, when Russia imposed a ban on hiring foreign employees.1 Western economic sanctions have compounded operational challenges—Russian banks were cut off from the SWIFT network and Mastercard and Visa ceased operations—creating such severe difficulties that one diplomat was forced to transport rubles in a suitcase to pay staff salaries.1 Additionally, the Russian government has effectively prohibited most Russian officials from engaging with Western embassies, resulting in almost no ministerial-level meetings.1
Despite these hardships, Western diplomats continue their work, viewing their presence as essential to maintaining government-to-government communication even in the most difficult circumstances.1 Tensions reached a notable peak in June when guests attending a King's Birthday celebration at the British Ambassador's residence were harassed by pro-Kremlin activists and questioned by police.1
