The Bank of England and the Financial Conduct Authority have announced plans to ease regulatory requirements introduced in the aftermath of the 2008 financial crisis, according to announcements made during an evening reception at Mansion House in London.1
Under the revised framework, approximately 140,000 managers will be freed from mandatory "fitness and propriety" certification requirements.1 Going forward, only senior executives—including chief executive officers and chief financial officers—will be required to annually demonstrate their fitness to hold such positions, as well as when changing roles.1 The regulators will no longer mandate the reporting of junior warnings and low-level misconduct.1
The overhaul is intended to enhance the international competitiveness of British financial firms.1 The cost savings are substantial: businesses stand to save £2 billion over ten years, while the Bank of England expects annual savings of £11.5 million and the Financial Conduct Authority anticipates annual savings of £229 million.1
