German Chancellor Friedrich Merz has declared that Germany faces "intensive" espionage operations by Russian intelligence services, following the arrest of a Ukrainian-born suspect on suspicion of conducting espionage for Moscow.1 The detained man, identified as Vadim Y., is accused of gathering military intelligence including information on armored vehicles, ammunition, and explosives production.1
Merz characterized the arrest as a "victory," yet cautioned that Russian intelligence agencies maintain substantial operational activity within Germany.1 According to authorities, Vadim Y. has maintained contact with Russian intelligence services since at least July 2025.1 The chancellor warned that "in the coming months and years, we may see more such cases,"1 reflecting a pattern of foreign espionage arrests throughout 2025.1
The case is not isolated. Earlier this month, August Hanning, a former head of Germany's BND intelligence agency, was arrested on suspicion of espionage.1 Additionally, Manfred D., a former BND employee, faces allegations of having transmitted approximately 2,000 classified documents to Hanning in exchange for money.1
