Canada's federal Parliament is advancing legislation to restrict gambling advertisements across the country, driven by mounting evidence of the practice's harmful effects.1 The Standing Committee on Canadian Heritage is set to vote on Bill S-211, which has already passed the Senate and seeks to regulate gambling advertising in national sports broadcasts, social media, and online video platforms.1
A joint analysis by the CBC and the University of Bristol reveals the scope of gambling marketing exposure during sports broadcasts. Across seven NHL playoff games, viewers encountered approximately 3,000 gambling messages, with 95% lacking any harm reduction information or age restriction warnings.1 The advertisements or logos appeared on screen two to three times per minute.1 Bardish Chagger, the Waterloo MP sponsoring the bill, emphasized the personal toll of problem gambling: "People are being profoundly harmed. They're losing their livelihoods, losing their homes, losing their savings, losing their lives."1 Senator Marty Deacon added that "these advertisements are everywhere across the country, particularly in nationally broadcast content sponsored by gambling companies."1
The proposed restrictions align with international precedent—Belgium, the Netherlands, the United Kingdom, France, and Germany have all implemented post-9 p.m. time limits on gambling advertisements.1 Ontario's experience provides a cautionary example: after the province permitted private online casinos and sports betting in 2022, gambling addiction rates rose and suicide cases tripled.1 However, the proposal faces resistance from provincial authorities. Ontario's Attorney General Doug Downey argued that the province has already established a comprehensive regulatory framework and should not be subject to federal intervention.1 The Canadian Gaming Association has also opposed the plan, stating that online gambling platforms should be directed toward promoting consumers to regulated operators.1
