China's approximately 200 million flexible workers face significant barriers to social insurance participation, with more than 60% lacking employee pension coverage and only about 34.9% enrolled in medical insurance, according to estimates released in September by the China Academy of Labor and Social Security Sciences.1
The low participation rates stem from multiple interconnected challenges. Flexible workers must shoulder the full 20% pension contribution rate themselves, with 8% going into individual accounts and 12% into the pooled fund, creating substantial financial pressure.1 In Shanghai alone, the combined monthly minimum cost for pension and medical insurance exceeds 2,200 yuan.1 Additionally, workers face unstable income streams that make consistent monthly contributions difficult to maintain.1 Those who withdraw mid-way recover only approximately 40% of their total contributions, with the remaining 60% absorbed into the pooled fund and forfeited.1
The financial disincentive is further amplified by modest retirement benefits relative to working-age earnings. In multiple regions, retirees receive monthly pensions ranging from 1,200 to 1,500 yuan, while workers in these industries typically earn between 3,000 and 5,000 yuan monthly.1 These deterrents compound as the flexible workforce continues expanding, with projections indicating the sector could reach 320 million workers by 2025, representing over 40% of total employment.1
