Shenzhen announced ambitious plans to accelerate marine economic development during a provincial promotion conference held on October 21, 2025, coinciding with the 2026 China Marine Economy Expo held from October 22 to 24.1 The city's marine gross output value reached 570 billion yuan in 2025, representing 14.7 percent of its total GDP.1
Under its "15th Five-Year Plan," Shenzhen will pursue 75 major marine-related projects with a combined investment of approximately 1.5 trillion yuan, aiming to push marine gross output value beyond one trillion yuan by 2030.1 The city also targets expanding the number of above-scale marine enterprises to exceed 10,000.1 These targets build on Shenzhen's existing marine ecosystem, which has attracted over 110,000 marine-related market entities.1
Marine equipment manufacturing and shipbuilding industries have recorded average annual growth rates of 17.6 percent and 15 percent respectively over the past three years.1
