Scholar Ye Yao-yuan cautioned at a forum that Beijing's interference in Taiwan's elections is not primarily designed to alter voting outcomes directly, but rather to weaponize information warfare and cognitive operations to intensify voter polarization, fracture society, and erode public confidence in democracy.1 Rather than measuring success through individual electoral results, Beijing assesses the long-term effectiveness of its cognitive warfare by monitoring whether social divisions in Taiwan have widened, Ye explained.1
The scholar warned that this sustained campaign of social manipulation could progressively intensify divisions within Taiwan, ultimately creating an environment of internal discord susceptible to further external influence.1 Ye called for Taiwan to adopt a "foreign agent registration law" to address anti-democratic activities,1 while fellow participant Hong Pu-zhao suggested that Taiwan's municipal elections would serve as a benchmark for assessing the success of Beijing's long-term policies toward the island.1 Hong also recommended strengthening intelligence coordination among national security, prosecutorial, and election management authorities to increase the criminal costs of foreign electoral interference.1
